MiraCosta College Earns Top Rating Throughout Measure MM Program

MiraCosta College has once again earned an A+ rating for bond transparency and accountability from the San Diego County Taxpayers Association, continuing its record of top-tier performance throughout the Measure MM bond program.

According to the 2024–25 School Bond Transparency Report Card, MiraCosta College remains one of only six districts countywide, and one of just two community college districts, to receive the highest possible grade among the 23 school districts evaluated.

Since voters approved Measure MM in 2016, MiraCosta College has consistently earned an A+ rating each year the bond program has been evaluated, reflecting sustained excellence in transparency, fiscal responsibility, and public accountability.

The annual report card assesses how clearly and consistently districts disclose information related to voter-approved bond programs, including independent audits, bond ratings, detailed project descriptions and expenditures, oversight committee operations, meeting notices and minutes, and current-year budget reporting.

“With more than $23.5 billion in active school bonds across San Diego County, long-term transparency is essential,” said Mike McLaughlin, President and Chairman of the Board of the San Diego County Taxpayers Association. “Maintaining an A+ rating year after year demonstrates a district’s commitment to openness, accountability, and responsible stewardship of taxpayer dollars.”

Measure MM made critical investments in modernizing facilities and constructing new buildings; however, not all aging infrastructure was addressed through the bond program. Several college facilities were built prior to 1970, and some classrooms, labs, and underground infrastructure, such as clay and cast-iron piping, were not included in Measure MM projects. These aging systems are now failing in some areas, creating water, sewer, and gas issues that highlight the need for further upgrades.

MiraCosta College serves as a vital resource for North San Diego County, providing affordable, high-quality education and career training for local students, working adults, and military veterans. Each year, the College prepares students for in-demand careers that strengthen the regional economy, including nursing and healthcare, biotechnology, skilled trades, and other workforce-aligned fields.

“This sustained A+ rating reflects MiraCosta College’s culture of accountability and our commitment to public trust,” explains Elba Gomez, Assistant Superintendent/Vice President of Administrative Services of MiraCosta College. “Transparency is not a one-time achievement. It requires consistent oversight, clear communication, and ongoing public access to information. Our Independent Citizens’ Bond Oversight Committee and annual independent audits are central to ensuring bond funds are used exactly as promised.”

Gomez added that Measure MM has allowed the College to invest in safe, modern learning environments that support student success, workforce readiness, and long-term community prosperity.
