Independent Citizens' Bond Oversight Committee Releases 2023 Annual Report

The Independent Citizens' Bond Oversight Committee (ICBOC) for the MiraCosta Community College District (MCCD) is pleased to announce the release of its 2023 Annual Report, providing an update on the progress of the district's Measure MM, a $455 general obligation bond approved by voters in 2016.

"The report showcases the dedicated efforts of the Committee in overseeing the management and expenditure of public funds allocated through Measure MM. Their commitment to transparency and accountability to our community has been instrumental in ensuring that every investment aligns with the intended purposes identified in the bond measure,” said Tim Flood, Vice President of Administrative Services."

ICBOC Chair Josh Mazur acknowledged the crucial role of local voters and taxpayers in the bond measure's success. He stressed the committee's dedication to being the community's "voice" in decisions impacting the MiraCosta community.

"The release of our annual report underscores how MiraCosta is meeting the objectives of the bond program," he added. "Beyond the construction of new state-of-the-art instructional and career training facilities, Measure MM has improved student onboarding and support spaces, enhanced safety and accessibility, vastly improved campus infrastructure, and made advanced technological improvements across all campuses."

Highlights of the annual report include:

A summary of ICBOC committee activities, meetings, reporting, and decision-making
A comprehensive review of the 2023 bond program highlights, including construction starts and completions
A breakdown of project budgets, expenditures, and status
An update on the Five-Year Capital Construction Plan, required to be submitted annually to the California Community College Chancellor's Office
Bond financial and economic impact, with nearly $330 million in contracts to date awarded to local and regional firms
