Summer Construction Boom Brings New Facilities to MiraCosta College Campuses

New, state-of-the-art facilities will welcome students back to MiraCosta College for on-ground classes and activities.

Newly completed projects include a new Student Services Building at the Community Learning Center (CLC) and a new Student Services & Administration Building at the San Elijo Campus. Both projects were funded through MiraCosta’s capital improvement program using funds from Measure MM.

“As part of our mission to support our students, we deliberately sequenced our Measure MM projects to have student support facilities be among the first,” said Tom Macias, MiraCosta Facilities Director. “The work to continue instruction during a pandemic enabled us to emphasize the importance of improving indoor air quality as essential for the health and wellness of our students and staff,” he added.

The building includes a feature along the base of the entry wall with the word “welcome” cast into concrete in various global languages, representing the diversity of MiraCosta College’s students.
The $12.3 million project includes an events terrace, upgrades to the path of travel from Barnes Street to Student Services and the quad, and extensive parking renovations.

The project architect is Lord Architecture, Align Builders served as the general contractor, and The Lightfoot Planning Group provided the landscape design.

At the CLC site, buildings A and B are being renovated to meet emerging instructional and technical training needs. The buildings house Academic Services, the Library, faculty offices, and the Adult Education program. They will have restroom and accessibility upgrades and will be outfitted with new furniture, fixtures, and equipment. The heating, ventilation, and air conditioning systems will be replaced. The $13.4 million project is expected to be completed in October, 2021.

The project architect is SGPA Architects. Align Builders serves as the general contractor.

San Elijo Campus, Manchester Avenue in Cardiff
At the San Elijo Campus, the renovation of the B100 Library Building is underway and expected to be completed in the fall of 2022. The $5.8 million project will include the renovation of approximately 14,000 square feet of space comprising the Library, tutoring spaces, computer labs, offices, and AV/IT support spaces. All mechanical equipment will be replaced. The building will become the campus hub for academic and learning support.

PBK Architecture designed the renovation and Conant Construction serves as the general contractor.

Oceanside Campus, Barnard Drive in Oceanside
At MiraCosta’s Oceanside Campus, construction is underway for the third and largest new Student Services facility.

The $58 million facility, comprising nearly 40,000 square feet, will consolidate all of the student services functions, currently scattered throughout the campus, to a single location for admissions, registration, counseling, and financial aid. It will also house a comprehensive Veterans Center designed to improve services to veterans.

The facility is being constructed on the former Pedley Park. It is strategically located to act as a gateway building for the campus, providing a much-needed sense of entry and easy wayfinding for new or prospective students. The two-story structure will provide for access and entry from the street level and the campus promenade level. It will include new parking, a promenade and associated landscaping, and a transit center with an ADA-accessible elevator.

Construction began in July, 2021, and is expected to be completed in spring 2024. DLR Group and Swinerton Builders lead the project through a design-build partnership.

Design work for the future Chemistry and Biotechnology laboratory building at the Oceanside Campus is also underway. As MiraCosta College’s Biotechnology Program continues to expand and its baccalaureate degree comes online, the building will provide a new, expanded home for the program. The $37.4 million project, crafted through a design-build partnership between HED and C.W. Driver, will include 24,000 square feet of state-of-the-art STEM instructional space for 21st-century learning, including new chemistry labs and 40-person, flexible classrooms. It is located on the northeast quadrant of the college's Oceanside Campus.
Designs for the new gymnasium and new Kinesiology, Health, and Nutrition Studies (KHAN) building have been submitted to the Division of the State Architect (DSA) and are awaiting approval. The $40.4 million project will provide an approximately 35,000 square foot facility replacing the existing gym buildings and provide a central location for the new gymnasium, athletics instruction spaces, and Wellness Center. The project is led by HMC Architects and Balfour Beatty as a design-build project.

Designs for the new Allied Health Building are also in review. The approximately 20,450 square foot facility will provide a consolidated location and appropriate facilities for all Allied Health programs. The preliminary program includes state-of-the-art simulation spaces, including patient and operating rooms, hands-on skills labs, and classrooms. The master plan assumes a single-story building whose design is coordinated with the new gym complex to create a unified campus and design aesthetic and form a “Health and Wellness Academic Hub” on the east side of campus.

The $24.5 million project is a design-build partnership with HMC Architects and Balfour Beatty Construction.

The projects are funded through MiraCosta’s capital improvement program using funds from the 2016 voter-approved Measure MM.
