MiraCosta Community College District has earned a perfect A+ rating in the San Diego County Taxpayers Association's 2026 School Bond Transparency Report Card, recognizing the District's commitment to transparency, fiscal accountability, and responsible management of taxpayer-approved bond funds.
MiraCosta was one of only seven school and community college districts in San Diego County to receive the highest possible grade. The annual report evaluates how effectively districts make information about bond-funded projects, expenditures, financial audits, and independent oversight accessible to the public.
The recognition highlights MiraCosta's ongoing commitment to accountability in managing Measure MM, the $455 million general obligation bond approved by voters in 2016. Measure MM supports the modernization of college facilities, improvements to learning environments, and infrastructure investments across the District's campuses.
An important part of that accountability is MiraCosta's independent Citizens' Bond Oversight Committee, which reviews bond expenditures and helps ensure funds are spent in accordance with voter-approved purposes. The District also provides public access to financial reports, project information, and construction updates, allowing residents to follow how their investment is being used.
The 2026 report card evaluated 24 districts across 25 criteria covering oversight committee operations, program management, financial management, annual audits, and annual reporting. This year's countywide average rose to 92 percent, up from 87 percent in 2025, reflecting broader improvements in school bond transparency throughout the region.
"Voters approved these bonds on the promise that they would be able to see where the money goes," said Mark Kersey, president and CEO of the San Diego County Taxpayers Association. "Each year, more districts in San Diego County are keeping that promise."
For MiraCosta, the A+ rating reinforces the importance of maintaining public trust while investing in facilities and resources that support student success and serve the North San Diego County community.
