The MiraCosta Community College District Board of Trustees is seeking qualified and interested individuals to serve on the Independent Citizens’ Bond Oversight Committee (ICBOC), a committee of community members that oversees the implementation of the District’s Measure MM college facilities bond program.
On November 8, 2016, voters residing within the MiraCosta Community College District approved Measure MM, a $455 million bond measure authorizing funding for essential repairs, upgrades, and new construction projects at MiraCosta College. Measure MM was approved by 62.39 percent of voters, exceeding the 55 percent supermajority required under Proposition 39.
Commitment to Transparency and Fiscal Stewardship
Throughout the implementation of Measure MM, MiraCosta College has maintained a strong commitment to transparency, accountability, and responsible stewardship of taxpayer dollars. The District has consistently earned an A+ rating for bond transparency and accountability from the San Diego County Taxpayers Association each year the Measure MM program has been evaluated. In the Association’s 2024–25 School Bond Transparency Report Card, MiraCosta was one of only six districts countywide, and one of only two community college districts, to receive the highest possible grade.
The District has also maintained the highest possible credit ratings from both Moody’s and S&P Global Ratings for its Measure MM bond issuances. All three series of Measure MM bonds sold to investors received an Aaa rating from Moody’s and AAA rating from S&P, reflecting the District’s strong financial position and commitment to prudent fiscal management.
Independent citizen oversight is an important part of maintaining that commitment to accountability and public trust.
California law requires the Board of Trustees to appoint an Independent Citizens’ Bond Oversight Committee following the passage of a bond authorized under Proposition 39. The committee’s responsibilities include:
- Informing the public about the expenditure of bond revenues;
- Reviewing and reporting on the appropriate expenditure of taxpayer funds for college construction projects; and
- Advising the public regarding the District’s compliance with Proposition 39 requirements contained in the California Constitution.
All appointments will be made by the Board of Trustees from applications submitted to the District. The committee consists of seven members appointed by the Board based on criteria established under Proposition 39.
The District is currently accepting applications for two-year terms representing the following categories:
- Senior Citizens’ Representative
- Two (2) Community-at-Large Representative
- Business Representatives
